The user is being prompted to accept the cookie form the server.
XHR_COOKIE_STATE_LEASH
Value: 0x3
XHR_COOKIE_STATE_DOWNGRADE
Value: 0x4
XHR_COOKIE_STATE_REJECT
Value: 0x5
The cookie has been rejected.
