If you want to deploy SharePoint 2007 on Windows 2008 R2, you have to use SharePoint 2007 Sp2 slipstream installation. Preferably, include April 2010 Cumulative Update into slipstream package.
If you are going to use multilingual sites than you need to install language packs of SharePoint 2007. The question is what order they must be installed.
I use following installation order when I deploy language packs.
- SharePointLanguagePack.exe x64:https://www.microsoft.com/downloads/details.aspx?familyid=45FA2637-EFC0-4ED6-8F47-8A013E9CE9D9&displaylang=ar
- ServerLanguagePack.img x64 https://www.microsoft.com/downloads/details.aspx?familyid=318D8562-58BD-4329-B1F6-F1941A38BC7F&displaylang=ar
- wssv3lpsp2-kb953338-x64-fullfile-ar-sa.exe x64 https://www.microsoft.com/downloads/details.aspx?familyid=2C2B6CAF-B46D-45EB-AC4D-DEAAA48C3A2C&displaylang=ar
- officeserverlp2007sp2-kb953334-x64-fullfile-ar-sa.exe x64 https://www.microsoft.com/downloads/details.aspx?familyid=66C5026F-9F47-4642-8378-2526918009FA&displaylang=ar
You can change displaylang=AR to your language to get required language pack.
