I came across this scenario, customer was failing to upload or download any files (have Arabic letters) on FTP Site on IIS6
Cause: By design
Notes:
UTF-8 support is a more recent addition to FTP that was not added for FTP6.
UTF-8 support was added in FTP7 for Windows Server 2008 and Windows Server 2008 R2 (FTP7 .5).

Yes as it is UTF supported language and UTF-8 support was firstly added in FTP7
