Enable Signed HTTP Exchange (SXG) support

Description

Enable support for Signed HTTP Exchange (SXG).

If this policy isn't set or enabled, Microsoft Edge will accept web contents served as Signed HTTP Exchanges.

If this policy is set to disabled, Signed HTTP Exchanges can't be loaded.
