This MSI itself is not localized, however, you can install it to eight non-ENU VS/VWD 2008 SP1 on top of Silverlight 3. The eight non-ENU platforms are:
CHS, DEU, FRA, ITA, ESN, KOR, JPN and CHT.
We also shipped a WCF RIA Services preview for Visual Studio 2010 beta 2 at PDC. This preview targets Silverlight 4 and please give it a try at: https://www.microsoft.com/downloads/details.aspx?FamilyID=9fa8afe9-cad6-4090-a7f6-7d9cdc560e2d&displaylang=en
Note that the Silverlight4_Tools_ENU.exe will skip the installation of RIA Services, if it detects that a previous version of RIA Services has been installed to the same machine. So if you have July CTP RIA services installed, uninstall it first before running the Silverlight 4 chainer. The chainer will then install Silverlight 4 beta runtime, SDK, tools, VS tool patch and WCF RIA Services preview to work with Dev10 beta 2.
