Agents use AI to automate and execute business processes, working alongside or on behalf of a person, team, or organization. Agents range from simple prompt-and-response agents to more advanced, fully autonomous agents.
Enable agents
Microsoft 365 Copilot Chat has agents that can be used at no additional cost as well as agents that are billed based on metered consumption.
Declarative agents that are grounded in instructions and public websites are available at no additional cost. These agents are available by default and are available in the store based on your existing store settings for Teams and Microsoft 365 apps. For more information, see Manage agents.
Agents that access shared tenant data, such as SharePoint or Graph Connector content, are billed based on metered consumption. Agents utilizing metered consumption are off by default for users in Copilot Chat.
To enable agents utilizing metered consumption for users in Copilot Chat, admins need to set up or use an existing Copilot Studio subscription. Admins can set up billing through either the Microsoft 365 admin center (MAC) or the Power Platform admin center (PPAC):
Microsoft 365 admin center (MAC): Admins can set up pay-as-you-go billing through the Microsoft 365 admin center. Learn how to Set up pay-as-you-go for Microsoft 365 Copilot Chat.
Power Platform admin center (PPAC): Admins can set up pay-as-you-go billing through the Power Platform admin center (PPAC) and allocate prepaid capacity.

Note
No action is needed to enable agents for Microsoft 365 Copilot-licensed users—the use of agents comes with Microsoft 365 Copilot licenses.

Build agents
Copilot Chat users can build agents from the chat UX in the Microsoft 365 Copilot app with Copilot Studio (formerly Copilot Studio agent builder). Start building agents with the lite experience—a simple and accessible experience designed for quick, in-context creation, available directly within Microsoft 365 Copilot. For more advanced scenarios, switch to the full experience of Copilot Studio to access a broader set of tools and capabilities.

Manage agents
Copilot Chat users are able to discover and use agents from the chat UX. Access to agents can be controlled and configured within the Microsoft 365 admin center. Find more information on how to manage Copilot agents in integrated apps.
